The monument was constructed as a tribute to the cooperation of GCC countries cooperation, and was built to coincide with the 23rd meeting of the GCC rulers meeting on 21st December 2002 in Doha, Qatar.

H.H. Shiekh Dr. Sultan Bin Mohamed Al Qasimi member of the supreme council and Ruler of Sharjah has chosen the Spanish architect Carlos Marinas to design it.

The monument base holds on its sides the six slogans of each of the six GCC countries, and the GCC slogan, using a range of materials from marble, alabaster, bronze, granite, ceramic and steel.
